Following the launch of the WHO technical report "Assessing the development of palliative care worldwide: a set of actionable indicators"; the World Health Organization commissioned the ATLANTES Global Observatory of Palliative Care to produce an animated video to explain what palliative care is in the context of the Operational Framework for Primary Health Care and what does a country need to develop robust and quality palliative care at the national level.

The ATLANTES Global Observatory of the University of Navarra (Spain) coordinated the project together with the Integrated Health Services Department of the World Health Organization, and with contributions from 35 international palliative care experts from all over the world.
