The Doctoral Program in Biomedical Research  (regulated by RD 99, dated January 28, 2011) arose from the Official Doctoral Program in Cell and Molecular Biology (regulated by RD 778, dated April 30, 1998). The earlier program was established at the University of Navarra during the 1987-1988 academic year; in 1999-2000 it became the Doctoral Program in Cell and Molecular Biology (regulated by RD 1393, dated October 29, 2007).

This program was awarded the Citation of Quality by the Ministry of Education and Science (MCD2004-00346) in 2004, an award that was renewed without interruption until the 2010-2011 academic year (MEE 2011-0099). In 2011 the program was awarded the  Citation of Excellence (MEE 2011-0099) by the Ministry of Education for the 2011-2012, 2012-2013 and 2013-2014 academic years (Official State Bulletin, October 20, 2011).

These professors participate actively in topical research networks and in research projects supported by both public and private institutions. In addition, some form part of the university's R&D&I strategy through the University of Navarra Research Plan Financial Aid Program.

Depending on the doctoral dissertation project, professors from other science departments at the University of Navarra may participate in developing the program, primarily through joint supervision of doctoral dissertations. The program also boasts the participation of professors and PhDs from other Spanish and foreign institutions, whether by jointly supervising doctoral dissertations, offering seminars, taking part in mobility initiatives (for both PhD candidates and faculty members) and participating in dissertation defense committees convened to award international doctoral degrees.

Partnership agreements and relationships with other universities and research centers (both Spanish and foreign) encourage mobility for students in the program, as well as their internationalization. This enables students in the program to conduct a portion of their research work at these centers and contributes greatly to improving and enriching the education of future PhDs.
